Drop a CSV of buildings, map columns, and Scout will match against existing projects by normalized address and enhance them — filling empty fields from the CSV without ever overwriting existing values. Truly new rows are inserted. Per-cell provenance records that each filled field came from this import. Required: address + owner_developer; rows missing either are rejected before commit (the failure mode that triggered issue #24). The mode picker in Step 3 lets you switch from enhance to overwrite (CSV wins) or insert anyway (always create new rows) when needed.
